Libya awards fuel supply contracts to Western firms through tendering

In February 2026 Libya's National Oil Corporation awarded gasoline and diesel supply contracts to Western firms including Vitol, Trafigura and TotalEnergies, alongside Austria's OMV, Swiss-based trader BGN and Italian refiner Iplom.

Vitol secured between five and ten monthly gasoline shipments plus volumes of diesel, while Trafigura and TotalEnergies won the right to deliver cargoes whose volumes were not disclosed.

It marks a shift in sourcing: Russia was Libya's main fuel supplier until 2025 at up to 56,000 barrels per day, falling in 2026 to around 5,000 b/d, while Italy took the lead at 59,000 b/d from the ISAB and Sarroch refineries operated by Trafigura and Vitol. The NOC had moved fuel purchasing onto a tender system, which an attorney general's report says saved "tens of billions of dinars" in import costs.
