Lebanon's parliament passes bank resolution law amendments

Lebanon's parliament has passed amendments to the bank resolution law. On 20 August 2026 the IMF welcomed the move as a "major step", while noting that implementation remains the challenge.
The main amendments concern the central bank's governance and the composition of the higher banking commission, empowering it to decide the fate of Lebanon's banks — whether a bank requires restructuring or liquidation, and what follows.
The amendments are among the IMF's conditions for Lebanon to access funding that would bring government debt out of default. The law still awaits the president's approval, and could face challenge before the constitutional council, which has previously annulled provisions of financial legislation.
