A $25.75m grant for Djibouti's economic diversification and its SMEs

In March 2026 the World Bank approved a $25.75m grant from the International Development Association for the Djibouti Economic Diversification Program — the country's first Program-for-Results financing.

The programme rests on three pillars: strengthening the governance of state-owned enterprises and access to public procurement; improving the business and investment climate; and raising the competitiveness of small and medium enterprises through better access to finance and business development services. This financing instrument ties disbursement to defined reform milestones.

It is the first phase of a longer World Bank engagement with Djibouti carrying a total envelope of $75.75m over 2026–2034, and the first operation in the region co-led by the World Bank and the International Finance Corporation, combining public-sector reform support with parallel IFC advisory services and investment.
