TotalEnergies, QatarEnergy and ConocoPhillips to assess Syria's offshore Block 3

In May 2026 TotalEnergies, QatarEnergy and ConocoPhillips signed a memorandum of understanding with the Syrian Petroleum Company to study offshore exploration opportunities in Syrian waters.
The study covers offshore Block 3 off the city of Latakia in the Levantine Basin, in water depths of 100 to 1,700 metres, and comprises a technical and commercial evaluation of seismic and geological data. TotalEnergies says the aim is to assess the commercial viability of any future offshore exploration.
At this stage the agreement is evaluative, not operational: no production contracts, exploration licences or drilling commitments have been announced, and no drilling timeline. TotalEnergies operated in Syria before suspending operations in 2011. The agreement follows a similar one in February 2026 with Chevron and Qatar's UCC Holding, which led to the selection of an offshore block for a deepwater exploration project.
