Saudi investment package in Syria spans aviation, telecoms and water

On 7 February 2026 Saudi Arabia and Syria signed a package of investment agreements covering aviation, energy, real estate and telecommunications, as part of reconstruction after 14 years of war.
In aviation, Flynas and the Syrian Civil Aviation Authority agreed to establish a new carrier, Flynas Syria, 51% owned by the Syrian side and slated to begin operations in the fourth quarter of 2026. The agreements also cover development of a new international airport in Aleppo.
In telecoms, Saudi operator STC will invest more than SAR 3bn (about $800m) in a fibre-optic network running more than 4,500km to connect Syria regionally and internationally, under the SilkLink initiative valued at close to $1bn in total. Syria's Ministry of Energy also signed a water agreement with Saudi Arabia's ACWA Power.
