Nigeria and Morocco sign the Atlantic gas pipeline intergovernmental agreement

The intergovernmental agreement governing development of the Nigeria–Morocco Atlantic African Gas Pipeline was signed on 19 July 2026, having been expected at some point during the year.

The pipeline runs approximately 6,900km on a hybrid offshore-onshore route and is designed to carry up to 30 billion cubic metres of gas a year, at an estimated cost of $25bn.

Next steps are establishing the project company, to be based in Casablanca, and the Pipeline Higher Authority, headquartered in Abuja, before mobilising investors and taking a final investment decision. Developers intend to build in phases that advance independently rather than on a single investment decision, and no final funding commitments have been secured. Construction is expected to begin in 2028, with first gas in 2031.
