Libya's NOC signs production-sharing agreements after its licensing round

In June 2026 Libya's National Oil Corporation signed three production-sharing agreements in Tripoli arising from its 2025 bid round, with consortia led by Eni, Repsol and Chevron.

The consortia comprise Spain's Repsol with Türkiye's state-owned Türkiye Petrolleri; Italy's Eni with QatarEnergy; and a third grouping of Hungary's MOL Group, Türkiye Petrolleri and Repsol.

This was the first licensing round since 2007, covering onshore and offshore blocks and ending a 17-year freeze on new exploration licences. Libya is seeking to lift production capacity to two million barrels per day from around 1.4 million currently.
