A framework sets out a $300bn Iran reconstruction and development fund

A memorandum of understanding signed on 17 June 2026 commits the United States to work with regional partners on a plan for at least $300bn for the reconstruction and economic development of Iran, under the name Reconstruction and Development Fund.

The implementation mechanism was left to a 60-day negotiation period, with a US commitment to grant any licences or sanctions waivers needed. The fund is a private investment vehicle rather than a reconstruction or reparations programme; it contains no government money or grants, and the US president ruled out any direct American funding.

Published reports put commitments above $150bn from private companies across Asia, the Gulf and the United States — among them firms from South Korea, Japan, Singapore and Malaysia — directed at energy, logistics, manufacturing and transport. The financing mechanisms and the list of contributors remain largely undefined.

On 24 August 2026 the US Treasury announced a broadening of Iran-related secondary sanctions.
