Doubts over whether Iran's rebuild fund can be executed

Analysis published on 3 July 2026 examines the gap between the headline size of Iran's reconstruction fund — $300bn under the memorandum of understanding signed on 17 June — and what can realistically be executed. Qatar's prime minister, Sheikh Mohammed bin Abdulrahman Al-Thani, described the figure as an "aspirational number".

A source with direct knowledge of the talks says more than half the planned funding has already been committed by companies from the Gulf, Asia, South America, Africa and the United States, but those capital providers remain unnamed.

The scepticism rests on recent precedent: after the 2015 nuclear agreement Iran announced $37bn of deals and memoranda with companies including Airbus and Peugeot, yet the investment boom never materialised — annual foreign direct investment inflows rose from $3.4bn in 2016 to a peak of just $5bn in 2017.

Obstacles remain, among them Washington's designation of the Islamic Revolutionary Guard Corps as a foreign terrorist organisation, and the US Treasury's finding that Iran's construction sector is dominated by IRGC-linked firms.
