EU restores full application of its cooperation agreement with Syria

On 11 May 2026 the Council of the European Union decided to end the partial suspension of the EU–Syria cooperation agreement, in place since 2011. The European Commission had proposed full resumption of the agreement on 20 April 2026.
The agreement removes quantitative restrictions on EU imports of certain Syrian products, including oil, petroleum products, gold, precious metals and diamonds.
It follows a sequence that began with the EU suspending restrictions on key economic sectors on 24 February 2025 and lifting most sanctions from 29 May 2025, with the Commission president announcing a new framework of cooperation with Syria in January 2026. The EU has allocated an aid package of €280m for 2026–2027.
